Two images, maybe one puzzle of where the conference was supposed to be held in 2021 for the majority and then 1 to 10 (or more) of a 2nd puzzle image - perhaps where the conference is slated to happen in 2022. Those randomly shipped lower quantity puzzles (1-10) are actually 'the winners' but no one will know if they have won, unless they complete the puzzle.
Light and small for shipping.
Winners could be given a private branded store link through GiftRevel where they would have a number of choices of Canadian artisan gifts to choose from at a pre-determined value ($25, $50...).
